Daniel Chill

Daniel Chill is University Professor in Lander College and Touro Law School. He holds a B.A.
summa cum laude from Yeshiva College and a J.D. from Yale Law School. He teaches Legal
Principles, Presidency and Executive Power, Congress and the Legislative Process, Supreme
Court and the Constitution, State and Local Government, and Introduction to American Politics.

Prof. Chill is a partner in Graubard Miller, a Manhattan law firm, where he specializes in
commercial litigation. He has spent almost forty years working with the New York State
government. From 1969-1975, he served as Chief Counsel to the Minority Leader of the New
York State Assembly, and from 1975-1976 served as Chief Counsel to the Assembly Speaker.
He was Commissioner of the Legislative Bill Drafting Commission of New York State
Legislature from 1976-1981. Currently, he is Chief Counsel to the New York State Task Force
on Demographic Research and Reapportionment, a position he has held since 1982. He is
currently participating in the redistricting of State Senate and Assembly districts as well as
